Clergy divided as Kenya moves to save forest, evict 40,000 settlers

NAIROBI, Kenya – When forest rangers arrived at Mau Forest Complex in June to evict thousands of illegal settlers, frightened villagers started moving out.

Villagers sought refuge at churches, schools and trading centers as smoke billowed from their homes, which were razed in the exercise. Churches, schools and crops have been burned in a clearing process that government officials say will save the main water supply.  

Amid the mass clearing, clerics have been pulled into the controversy. Some religious leaders support the evictions, saying they are key to protecting the forest complex as a God-given heritage and an essential ecosystem. Other leaders are opposed, saying the evictions are inhumane.

More than 40,000 farmers and herders have been targeted in the mass eviction. They have been occupying 146,000 hectares (about 360,000 acres) of the 400,000-hectare (988,000-acre) forest land in a section known as Maasai Mau. They had bought pieces of land in what some church leaders describe as politically driven purchases aimed at influencing voting patterns in the region.

Some have lived in the forest for more than 30 years. But with visible massive destruction of the forest and river sources, the government is now forcing residents to move. Concerns include how removal of trees and brush has exacerbated erosion, increased soil in riverbeds and put them at risk of running dry. Communities downstream depend on the rivers to supply drinking water, including for livestock and wildlife living in refuge parks.

In the eviction process, large-scale tea farms have also been shut. Owners have been ordered to let the crop grow into bushes. Some 7,000 residents have been evicted this summer as the government reclaimed 12,000 hectares from them.

Jackson Ole Sapit, the Anglican archbishop of Kenya, told Religion News Service he supports the evictions. He said the forest is a holy ecosystem that must be saved at all costs.

“If we don’t preserve it now, we will soon see communities suffering serious water shortages, and even wildlife and livestock,” he said. “This is very urgent.”

According to Sapit, the forest is home to many rivers that serve important bodies of water,  including Lake Victoria, Lake Natron and the River Nile.

The forest “gives life to the Mara River, which is the lifeline of the wildebeests migration, one of the wonders of the world,” said Sapit, referring to the phenomenon in which 1.5 million wildebeests, zebra and antelope make a circular tour between the Serengeti game reserve and the Maasai Mara in Kenya in search of greener pastures. “Killing forest will kill the wildebeest migration.”

Others agree the government is taking necessary steps.

“I think the evictions are a win-win situation for Kenyans — including the settlers,” said the Rev. Charles Odira, a Catholic priest and a conservationist. “It may take time to restore the forest, but in the long run the action will prove very beneficial for the country.”

Kenya’s government has ruled out compensation for forest residents, saying that they settled there illegally. The residents have to look for alternative land to settle or return to their original homelands. Some have been surrendering land title deeds, which government officials claim are fake.

According to Hassan Ole Naado, deputy secretary-general of the Supreme Council of Kenya Muslims, most of the settlers are innocent citizens who were duped by racketeers to purchase the forest land.

“The racketeers used their influence and power to swindle these people. The authorities should pursue them (instead),” said Naado.

While the evictions have widespread support in Kenya, some church leaders have raised a red flag. They say they are not opposed to the conservation of the water supply, but they argue the evictions are cruel.

Paul Leleito, a retired bishop of the African Gospel Church, said government authorities have failed to follow a steering commission’s recommendations to clear the area by marking the forest border, determining land ownership and using resources to support residents who are forced to leave.

“My concern is they have enforced the evictions without a proper prior warning,” said Leleito. “Many of those affected by eviction have no shelter and are living in the open where (they) suffer cold nights. Some of them are sick. Children are not going to school.”

Leleito urged the government to give evicted residents time to plan their departure.

“For now, the people should be allowed to harvest the crops they had planted in farms,” said Leleito. “This is not happening, and the crops are likely to go to waste.”

Meanwhile, clerics are warning politicians not to use the evictions to score political points, which they fear is dividing the local communities. Sapit suggested that the forest should be fenced in to prevent future encroachment or illegal settlement.

“We need to look at the greater good and encourage the government to protect the environment,” said Sapit.

NAIROBI, Kenya (RNS) – Eritrean Christians and human rights advocates are cheering the release of 35 Christian prisoners as a new peace pact between Eritrea and Ethiopia takes hold this month. But hundreds remain imprisoned in Eritrea under harsh conditions stemming from a war in which members of Christian sects were targeted for mass incarceration.

For the last two decades, Eritrean authorities have persecuted religious groups, frequently arresting church leaders and detaining them in small shipping container prisons where advocates say they’re routinely deprived of water, food, proper sanitation and medicines. The roundup traces to a 2002 law that permits the operation of only a handful of religious groups: Orthodox Christian, Evangelical Lutheran and Roman Catholic churches, along with Sunni Islam.

Since then, the government has cracked down on evangelical and Pentecostal churches, which are seen as foreign-influenced threats to security and Eritrean autonomy. Seen as relative newcomers to the religious landscape, they’re accused of using aggressive evangelistic tactics and causing social divisions.

At least 10 prisons around the country are holding hundreds of prisoners who have been detained for anywhere from a few months to 20 years, according to Release Eritrea, a U.K. charity that highlights Christian persecution in the country. Among them is the former Patriarch of Eritrea Orthodox Church, Abune Antonios, who is in his 80s and has been under house arrest and incommunicado since 2007. He was deposed after complaining about the government’s interference with the church.

“We call for them all to be released,” said Berhane Asmelash, the director of Release Eritrea, in a statement in which he thanked God for the release of the prisoners.

The released prisoners — 11 women and 24 men – are not leaders of their respective groups and fellowships and were released on unclear bail terms. They pledged not to take part in worship practices of banned religious sects.

The release has drawn some praise, but it has been seen as a drop in the ocean of the crisis. Hundreds of Christians are locked up in both military detentions and ordinary prisons. According to Open Doors, an international anti-persecution organization, the country is believed to be holding between 1,200 and 3,000 people on religious grounds. Some human rights activists say it is difficult to establish the exact number because every army unit has its own prison.

On July 9,  Ethiopian Prime Minister Abiy Ahmed and Eritrean President Isaias Afwerki signed a peace agreement, bringing to an end one of Africa’s long-running conflicts. Afwerki had used the situation to justify his regime’s crackdown, which has continued to view members of some Christian sects as foreign spies.

Eritrea, a Horn of Africa country with a population of about 5 million, gained independence from Ethiopia in 1993 after a two-decade war. However, disputes over the border sparked a full-blown war from 1998-2000 that killed an estimated 80,000 people. A U.N. deal in 2000 ended the fighting and in 2002 a border commission gave the disputed land to Eritrea. Ethiopia rejected the verdict, which led to 16 years of tension, including periods of open conflict, until this month, when Ethiopia said it would accept the U.N. deal.

Church leaders have been happy about the agreement, which they hope will free the church in Eritrea, end the top leader’s security fears and open up the country again to the world.

“This peace agreement is a gift from God,” said the Rev. Mussie Zerai, an Eritrea Roman Catholic priest who runs a hotline for distressed Eritrean migrants as they flee to Europe via boat in the Mediterranean Sea. When migrant vessels encounter trouble, he calls in GPS coordinates for European rescue vessels.

“Peace comes with freedom, rights, development, justice and democracy,” he said.

In Eritrea, Afwerki’s government has closed borders, forced out foreign missionaries and nongovernmental organizations and shut down churches. According to the Rev. Abraham Hailu, an Ethiopian Roman Catholic priest who hails from near the Eritrean border and now serves in Sudan, Eritrea’s ban on foreign missionaries has made it difficult for the world to follow events in the country, despite mounting allegations of widespread human rights abuses.

At the same time, Hailu said, there are signs the situation is changing for the better.

“We see hope. With the agreement, we hope Eritrea will follow the steps of Ethiopia and release more of its prisoners,” he said.

After closing more than 700 churches and some mosques in March, Rwandan government officials have moved to institute guidelines for how faith groups operate in the majority-Christian East African country.

Rwanda’s minister in the office of the president has brought to Parliament a draft law that would require Christian and Muslim clerics to attain university education before preaching in churches or mosques. The law would require clerics to have a bachelor’s degree and a valid certificate in religious studies. It would also bar clergy who have been convicted of crimes of genocide, genocidal ideology, discrimination or other sectarian practices.

“I agree with the law. Some of our church groups have been operating in a dangerous manner,” Evalister Mugabo, bishop of the Lutheran Church in Rwanda, told Religion News Service.

Churches and mosques would also be required to institute an internal disagreement resolution body to complement the work of their umbrella organizations and the government’s dispute resolution authority, which resolves conflicts involving different faiths.

The measure, according to government officials, will bring order among churches, some of which are suspected of misleading people.

Judith Uwizeye, minister in the office of President Paul Kagame, presented the draft law. “Everyone would wake up in the morning and call people to start a church. Setting up a faith-based organization didn’t require anything. We want to bring about better organization on the way faith-based organizations work,” she is quoted as saying.

The draft law received wide support from most legislators in Rwanda’s Parliament. It will move to the committee stage, after which it will be brought back to Parliament for endorsement.

In 1994, the country about the size of Maryland witnessed a genocide that left an estimated 800,000 ethnic Tutsi and moderate members of the Hutu tribe dead. Years later, senior church leaders were among those accused of killing citizens or aiding in their deaths and were arraigned before the International Tribunal for Rwanda in Arusha, in nearby Tanzania.

Despite its dark past, Rwanda, like many African countries, has witnessed an upsurge in churches in both urban and rural areas. But in March, its government took a radical move, shutting down hundreds of them in the capital of Kigali.

The action was replicated in other towns, amid support from some religious leaders and criticism from others. The authorities said the churches lacked basic infrastructure, security and hygiene and were contributing to noise pollution.

Those most affected by the shuttering were small Pentecostal churches. Jean Bosco Nsabimana, founder of Patmos Church, a Pentecostal congregation, questioned why government officials had not targeted bars and nightclubs.

But other religious leaders see wisdom in the government move. “Churches are mushrooming too quickly and are exploiting poor people. If they are not controlled, more and more will continue to come up,” said Innocent Maganya, head of the department of mission and Islamic studies at Tangaza University College. “They are being started for personal gains, not for that of the followers. Without discrimination, a bit of sanity is needed.”



Maganya noted that other countries require pastors to have a degree or certificate. “On the surface, I don’t think they are interfering with freedom of worship, unless there is a hidden motive,” said Maganya.

But Mugabo said the requirement that clergy have a bachelor’s degree will affect many young churches like the Lutheran Church in Rwanda. The Roman Catholic Church has been dominant in Rwanda, and institutions that can offer a degree in divinity for other denominations are few.

“Most of the pastors have certificates from local Bible schools,” said Mugabo. “Global missions must look at this as an emergency.”

With the new rules and regulations, Mugabo has been negotiating for affiliation with the University of Iringa, based in Tanzania. The institution is owned by the Evangelical Lutheran Church of Tanzania. Mugabo has sought the use of the university’s curriculum in teaching at his church’s Bible school. The university will also award the pastors educational certificates.

“We made this plan because we can’t afford to take many pastors out of the country for study at once. We do not have enough resources, so we decided to adopt mass training from within,” said Mugabo.
